Meta assigns every WhatsApp template a category, and the category determines what you pay. Teams model their costs on the category they intended and get billed on the category Meta assigned.
The three categories
Marketing covers promotions, offers, newsletters and anything designed to drive a purchase. It is the most expensive tier.
Utility covers transactional messages tied to an existing order or account: order confirmations, delivery updates, payment reminders, appointment confirmations. Cheaper than marketing.
Service messages are replies within a customer-initiated conversation window. Free within that window.
Where misclassification happens
The most common mistake is a utility template with a promotional sentence appended. An order confirmation that ends with an offer on your next purchase is a marketing template, and Meta will categorise it that way.
The reverse also happens. Teams submit genuinely transactional templates written in promotional language and get bumped to marketing on tone alone.
How to keep utility templates in the utility tier
- One job per template. Confirm the order or promote the offer, never both.
- No offer language, discount codes or urgency in a utility template.
- Reference the specific transaction with variables, not a generic greeting.
- Keep the call to action tied to the transaction, such as track your order.
Auditing your own bill
Pull last month invoice and split spend by category. If the marketing share is higher than your send plan predicted, you have templates sitting in the wrong tier. Rewriting three templates can move a meaningful share of volume down a price tier.
