Topic cluster advice assumes a content team publishing weekly across many topics. At two posts a month the standard advice produces several half-built clusters, which rank worse than one finished one.
Pick one cluster and finish it
One hub page plus eight to twelve supporting posts. At two posts a month that is roughly six months for a complete cluster. Finishing one beats starting three.
The clusters that fail are the ones abandoned at four posts because something more urgent arrived. Four disconnected posts on a topic signal nothing.
Build the hub first, not last
Conventional advice writes supporting posts then the hub. At low volume that means months with no hub and no internal linking structure. Write the hub early, publish it thin, and thicken it as each supporting post lands.
Link discipline is the whole mechanism
Every supporting post links up to the hub. The hub links down to every supporting post, updated each time one publishes. Skip this and you have a folder of posts rather than a cluster.
What to do with the rest of your topics
Nothing, for now. The instinct to cover everything is what produces the half-built clusters. Topics you are not building this cycle can wait, and waiting costs less than arriving fourth in five places.
